 Real Federación Española de Golf (RFEG)                                                                       MEMO 68/2011                          ORGANIZATION OF TOURNAMENTS AND FEDERATIVE LICENCE REQUIREMENTS                                             Competition’s Committee and Compulsory Federative License

As a result of the laxitude that has been observed in Golf courses and other affiliated sport facilities of the RFEG, the National Sport Disciplinary Board want to remind you all that it may be a cause of disciplinary action:

1st. Failure of the Clubs, Sports Complexes, Competition Committees or/and Tournaments Committees to comply with the rules established in Chapter IV of the Green Book of RFEG. Those rules are strictly compulsory and it constitutes: 1st. The obligation to establish the Competition´s Committee which shall be composed by a minimum of four members, one of them being the President. All members should have the Spanish Federative License issued by RFEG. 2nd. The Competition´s Committee will have, among others, the following powers and   responsibilities: 1. - To organize all tournaments which will take place on their courses. 2. - To take decisions, in accordance with Golf Rules, over any performance or incident that could happen during a tournament. 3. - To inform the Disciplinary Board over any player’s action that could be considered an infringement and to give support to the Committee or any acting Body, when required. 4. - To supervise and check up handicaps declared by players before the commencement of the tournament, by consulting RFEG database. To analyze the players’ exact changes of handicap by following the EGA rules. To take the responsibility to feed in the RFEG database, the gross score of each player or each team on each of the 18 holes of the course, and the new exact handicaps achieved by appreciation in order to update the exact handicaps, in “real time”, in the database. ….. 8. - To keep the tournaments’ score cards at least during one year. 9. - In general to enforce the EGA Handicaps System. Tournament’s Committee can be created for a specific tournament, replacing the Competition´s Committee. It will be called “Comité de Prueba”and will consist of the   following bodies. Mandatory: One or several members of the Committee, (s) of the club(s) of the course where the tournament will be held. Optional: A representative of the tournament ´sponsor. A representative of the Organizing Committee. Any competent Federated member designed for that purpose.

2nd. - The noncompliance of the first paragraph of article 11th of the REFG statutes which establishes:

In order for The RFEG´ to issue federative license to  Clubs and sports associations, these establishments must commit  themselves to ensure that  all their members   have  a  current Spanish license , whichever nationality they may be, before they are allowed to use the facilities for practicing sports. They also must commit themselves to demand the title granted by RFEG, also the current license to those that will use their facilities for teaching. The Regional federations could grant that title, providing they would obtain the mandatory homologation from the competent regional body. In such a case, the RFEG will issue the appropriate professional license valid for the whole of Spain.”

Therefore we wish to remind all federated courses and sports facilities their obligation to comply with the RFEG Statutes and Green Book, and to warn them that failure to do so could entail the imposition of disciplinary measures. This infringement could be either serious or   very serious and will involve a PUBLIC WARNING or the CLOSURE OF THE COURSE. In all, the password for accessing to the program IBM for tournaments organization will be cancel.
